Hon. Mark Fleming, Esq. (retired) serves as Of Counsel at Genova Burns LLC. Judge Fleming brings 40 years of significant litigation, government and judicial experience to the firm, reinforcing its already well regarded capacities in these practice areas.

Before joining the Firm, Judge Fleming served as University Counsel at Montclair State University, the second largest State University in New Jersey, where he provided day-to-day legal advice to University President, Vice-President’s and other University leaders. Also at Montclair State University, Fleming served as a member of the University President’s Executive Council and as a liaison with the New Jersey Attorney General’s Office.

Judge Fleming notably served as Superior Court Judge for the Superior Court of New Jersey in Trenton for nearly eight years in the Criminal Division presiding over felony cases and jury trials. Fleming also served as Deputy Chief Counsel at the Office of the Governor in Trenton, NJ where he managed day-to-day legal operations of the Governor’s Counsel’s Office under Governors McGreevey and Codey.

At the New Jersey Attorney General’s Office, Judge Fleming served as Deputy Attorney General where he represented the Department of Civil Service handling primarily employment cases, major federal discrimination litigation and counseling board members of the Civil Service Commission. Judge Fleming went onto become the Assistant Attorney General where we appeared extensively in the Supreme Court of NJ, Appellate Division, U.S. District Court and in various trial courts. He served as Counsel in more than 40 published opinions and earned the highest AV rating by Martindale-Hubbell during his time at the New Jersey Attorney General’s Office.

Judge Fleming received his Bachelor of Arts degree from La Salle University, where he graduated with maxima cum laude and he went onto receive his Juris Doctorate degree from the University of Pennsylvania Law School, where he graduated cum laude.
