He is regarded for his strategic counsel in collective bargaining, labor relations, workforce compliance, and the defense of employment claims before state and federal courts, as well as administrative agencies.
Before joining the firm, Mr. Carbone served as the Director of Labor Relations for Newark Public Schools. In that role, he led a multidisciplinary team overseeing labor relations and human resources compliance for a workforce of nearly 10,000 employees represented by nine different labor unions. He acted as lead negotiator in collective bargaining and served as a principal advisor to executive leadership on labor strategy, employment compliance, policy development, and internal investigations involving Title IX and Equal Employment Opportunity (EEO) matters.
Previously, Mr. Carbone spent seven years in the Office of the Corporation Counsel for the City of Jersey City, including five years as Supervisory Counsel for the Labor & Employment Practice Group. As lead counsel on all labor and employment matters, he managed teams of internal and outside counsel and played a key role in ensuring legal compliance and workplace safety during the City’s response to the COVID-19 pandemic. His responsibilities also included representing the City in high-profile litigations, conducting internal investigations, drafting employment policies, and advising the Police Department’s Internal Affairs Unit on officer disciplinary matters and other best practices initiatives.
In addition to his public sector roles, Mr. Carbone has significant private practice experience. He has represented employers across a variety of industries—including construction, higher education, healthcare, manufacturing, and transportation—in labor and employment litigation.
Mr. Carbone has successfully litigated numerous cases in state and federal courts, including arguments before the Supreme Court of New Jersey and the U.S. Court of Appeals for the Third Circuit. Notably, he secured a precedent-setting victory in Caraballo v. City of Jersey City Police Department, decided by the New Jersey Supreme Court.
