Scott Carbone Joins Genova Burns As Counsel

Seasoned Labor & Employment Attorney Brings Extensive Public and Private Sector Experience

Genova Burns LLC is pleased to announce that Scott W. Carbone, Esq. has joined the firm as Counsel. With more than two decades of experience navigating complex labor and employment matters, Mr. Carbone adds deep bench strength to the firm’s Labor Law and Employment Law & Litigation Practice Groups.

Mr. Carbone is widely respected for his strategic guidance in collective bargaining, labor relations, workforce compliance, and the defense of employment claims in both state and federal courts, as well as before administrative agencies. He brings with him an exceptional record of leadership in both government and private practice.

Most recently, Mr. Carbone served as Director of Labor Relations for Newark Public Schools, where he oversaw a workforce of nearly 10,000 employees represented by nine labor unions. In this role, he led collective bargaining negotiations, advised executive leadership on labor strategy and compliance, and directed investigations involving Title IX and EEO matters.

Prior to that, Mr. Carbone held a key leadership position in the Office of the Corporation Counsel for the City of Jersey City, where he served as Supervisory Counsel for the Labor & Employment Practice Group. During his tenure, he managed legal teams, advised on public safety labor issues, and helped guide the City’s legal response to the COVID-19 pandemic.

In private practice, Mr. Carbone has successfully represented clients in the construction, higher education, healthcare, and transportation sectors. He has argued before the Supreme Court of New Jersey and the U.S. Court of Appeals for the Third Circuit, including a notable victory in Caraballo v. City of Jersey City Police Department.

Mr. Carbone earned his J.D. from Seton Hall University School of Law, where he served as Articles Editor of the Seton Hall Law Review. He received his B.S. in Law & Justice from The College of New Jersey.

He is admitted to practice in New Jersey, the U.S. District Court for the District of New Jersey, and the U.S. Court of Appeals for the Third Circuit.
