JCOPE Issues Regulations and Guidelines Regarding Stealth Lobbying

Pursuant to the Public Integrity Act of 2011,  lobbyists who lobby on their own behalf and clients who devote substantial resources to lobbying activity in New York State must disclose each source of funding over $5,000 for such lobbying.  This provision became effective on June 1, 2012. On Tuesday July 31, the Joint Commission on Public Ethics issued draft regulations and guidelines that clarify the source of funding reporting requirements and the procedure by which individuals and organizations may apply to the Commission for an exemption from disclosure.
