Joseph M. Hannon, Counsel in the firm’s Newark, New Jersey office, is a member of the Labor Law and Education Law Practice Groups.
Mr. Hannon practices traditional labor law on behalf of the firm’s public sector and private sector clients. In the public sector, Mr. Hannon represents municipal clients on a broad range of labor-related topics including collective negotiations with both law enforcement and civilian units. He regularly appears before the Public Employment Relations Commission on issues such as unfair practice charges and representation petitions. He also represents municipal entities in interest arbitration proceedings.
Mr. Hannon’s labor experience includes extensive experience handling arbitrations on behalf of management, both in the public and private sector. He has dealt with a wide variety of grievances including issues such as terminations, discipline, contract interpretation, wage and hour issues, seniority and bumping rights, and employee leave issues. He has handled arbitrations before the Public Employment Relations Commission, the New Jersey State Board of Mediation and American Arbitration Association. In addition, he has represented management before the National Labor Relations Board, federal and state courts, the Office of Administrative Law, the Equal Employment Opportunity Commission and the New Jersey Department of Labor and Workforce Development.
Mr. Hannon also practices in the area of education law, primarily serving as special labor counsel to boards of education. In that role, Mr. Hannon serves as lead negotiator and represents School districts in arbitrations and before the Public Employment Relations Commission. He regularly advises clients on labor issues pertaining to education law.
- Has negotiated numerous collective negotiations agreements with public sector clients, including counties, municipalities, school boards and public libraries achieving concessions in wages, health benefits and working hours.
- Has successfully handled interest arbitrations, including arbitration under the Interest Arbitration Reform Law and negotiations under the hard 2% cap in the interest arbitration law.
- Successfully prosecuted disciplines for public sector clients at the departmental level, and on appeals at arbitration and before the Office of Administrative law, including but not limited to, termination of police officers.
- Has arbitrated many matters before the State Board of Mediation and the New Jersey Public Employment Relations Commission achieving positive results, most notably in matters concerning contract interpretation.
- Labor Counsel to numerous public entities throughout the State of New Jersey, which includes counties, municipalities, school boards, public libraries and municipal authorities.
Mr. Hannon also has significant experience in handling wage and hour matters under both the New Jersey Wage and Hour Law and the Fair Labor Standards Act.
In 2010, Mr. Hannon was recognized in New Jersey Monthly magazine and Super Lawyers as a “Rising Star” in Employment and Labor Law.
Mr. Hannon is also an active member of his community and was awarded the 2010 “Outstanding Young Man” Award by the Nutley Jaycees in recognition of his community service.
Mr. Hannon received his Juris Doctor from Seton Hall University School of Law in 1999, where he was a member of the Seton Hall Constitutional Law Journal. He earned his bachelor’s degree from Fairfield University in 1996. He served as Law Clerk to the Hon. Joseph T. Ryan, New Jersey Superior Court. He is the author of “Casenote: Miller v. Albright,” 9 Seton Hall Const. LJ 993 (1999).
