Rebecca Moll Freed, Counsel in the firm’s Newark, New Jersey and New York City offices, is a member of the Corporate Political Activity Law and Public Contract Law & Bid Protest Litigation Practice Groups.

Ms. Freed advises corporations, partnerships, limited liability companies, trade associations, charitable organizations, social welfare organizations and political action committees on the legal aspects of their political activities.  Ms. Freed has assisted clients in both the development and enforcement of political activity compliance policies.  Ms. Freed's experience also includes advising clients on corporate ethics.  She has counseled both for-profit and not-for-profit entities in this regard.

Ms. Freed is an expert on New Jersey's pay-to-play laws.  She has substantial experience advising clients on the impact that a political contribution may have on their eligibility for state, county and/or municipal government contracts.  She also has experience under the New Jersey State Investment Council rules.  Ms. Freed has lectured extensively on New Jersey's pay-to-play prohibition and disclosure laws on both the state and local level.

Ms. Freed is also an expert in procurement law.  She has assisted clients in the preparation of RFPs and RFQs on both the state and local level.  Ms. Freed has also represented numerous clients in bid protest disputes before administrative agencies and before the Appellate Division.

She has written extensively on the subject of the legal regulation of corporate political activity: “Local Pay-to-Play Restrictions: An Unconstitutional Impingement on First Amendment Rights?” (New Jersey Lawyer, Dec. 2006), “How to Cut through the Confusion of Pay-to-Play” (New Jersey Municipalities, Feb. 2006), “Pervasively Regulated Industries Can Participate Politically” (New Jersey Law Journal, 167 NJLJ 28, January 7, 2002)(co-author), and “The Right to Vote and Be Counted: A Liberty at Risk” (The New Jersey Lawyer, April 2005) and "Pay-to-Play: Political Contributions Doing Business with the Government Must Beware" (New Jersey Leagure of Municipalities Magazine and the New Jersey Business and Industry Magazine, 2004)(co-author).

Ms. Freed is a member of the Democratic Task Force and Board Counsel to the Women’s Political Caucus of New Jersey.

She was recognized as one of the New Jersey Law Journal’s “40 Under 40” in 2008.

She received her Juris Doctor degree from Georgetown University Law Center in 2001, and her baccalaureate degree, magna cum laude with high thesis honors, in 1998 from Tufts University.
